The objectives

While France's total greenhouse gas emissions decreased between 1990 and 2012, those from transport increased sharply between 1990 and 2004 (+19%) and then decreased.

France aims to reduce transport emissions to their 2020 level by 1990, ie to reduce sector emissions by 20% (compared to 2005).
